Selection matters
Actions have file-type and selection-count requirements. OCR expects one image; PDF merge needs multiple PDFs. A tool missing from one selection can be available for another.
Try a known-good input
Check the file extension and that the source opens normally. Download cloud-only files first. Try one known-good local file of the same type, then search Features for the action or target format.
An extension is not proof
Renaming an unsupported file to .png does not change its contents into PNG. Files with misleading extensions can still fail. Use a converter that actually supports the underlying source format.
