Create the document
Select the images you want to include and choose NativeActions → Convert → PDF. Open the new PDF after the operation completes and inspect each page.
Review the order
Explorer selections can be easy to misread. Check the generated page order instead of assuming it. If necessary, create another copy with PDF → Extract / reorder pages.
Pictures are still pictures
Putting a photographed document into a PDF does not automatically make its words editable or searchable. Use Copy text from image for recognized text from one image, then review that text for errors.
